Big news for anyone thinking of moving: the Government has unveiled plans to overhaul the home buying and selling process in England and Wales. The proposed reforms aim to make transactions quicker, cheaper and more reliable by improving transparency, introducing earlier buyer and seller commitment, and speeding up the flow of information.

What’s Changing?
Under the new plans, estate agents and sellers would need to publish key information upfront before a property is even listed for sale. This includes details such as:
- Tenure, EPC rating and council tax band
- Legal title information and seller ID verification
- Property condition assessments and building safety data
- Flood risk information, service charges and lease terms
- Planning consents, chain status and clear floor plans
The idea is simple: to give buyers the information they need to make informed decisions sooner, and to reduce the number of sales that collapse once the process is underway.
A More Committed Process
A major part of the proposed reform focuses on buyer and seller commitment. Binding contracts could be introduced earlier in the process, helping to prevent gazumping and last-minute withdrawals that currently cause frustration for so many.
According to government estimates, these changes could cut around four weeks from the average transaction time and save first-time buyers approximately £710. By building trust and reducing uncertainty, this new approach could make home buying smoother and less stressful for everyone involved.
Embracing a More Modern System
The reforms also highlight a strong move towards digitisation. The introduction of digital property logbooks, online ID verification, and standardised data sharing could help to create a more connected, transparent and secure system.
In addition, new mandatory qualifications and a Code of Practice for estate, letting and managing agents would ensure consistent standards across the industry, raising professionalism and strengthening consumer confidence.
By learning from systems already in place in countries such as Scotland and Finland—where the process can take as little as two weeks—the Government hopes to build a more efficient, data-driven future for home buying in England and Wales.
A Step Forward for Everyone
While sellers may face slightly higher upfront costs (around £310 on average, according to the consultation), those costs are expected to be offset by quicker completions and fewer failed transactions. Buyers, too, will benefit from having all the essential information readily available before making an offer.
